Chronology
1948 - according to the decree of the Council of Ministers of the USSR ¹ 5109-r of April 30, 1948, and to the resolution of the General Meeting of USSR AS of June 10, 1948 the Presidium of USSR Academy of Sciences by its resolution of September 30, 1948 separated the Laboratory for development of scientific problems of wire communications from the Institute of automation and telemechanics thus made it an independent research laboratory at the department of technical sciences of USSR AS, with location in Moscow. Kovalenkov V.I., corresponding member of USSR AS, was appointed the Laboratory director.
1954 – Kharkevich A.A. (1904-1965), corresponding member of Ukrainian SSR Academy of Sciences, starts working at the Laboratory.
1956 – in his speech at the General meeting of the department of technical sciences, on December 17, 1956 A. Kharkevich mentioned that “considering the set and value of communication problems, it is time to create Institute for Telecommunications in USSR Academy of Sciences, which has already been decided in principle, but is delayed for technical reasons”
